Yes, when you’re on a bicycle on the road, you do have the same rights as a car. For example, you have the right to ride in your own lane and be comfortable in that lane. However, under Florida law, if you’re not going the same speed or the speed limit, then you are encouraged to ride all the way to the right, as far as possible. The vehicles passing you should get in the other lane to make a pass, however, if they’re unable to get all the way into the other lane, they must provide at least three feet of distance between you and the vehicle. But keep in mind that you also have responsibilities, and you have to follow the rules of the road as well.
